Who said this?

I was in the OTB on the day of the Kentucky Derby and overheard these two guys talking about politics. One of them said something like...."Someone once said: If you're a democrat when you are young that is ok but if you are not a republican when you are older then you are an idiot." This is not exact but close and want to know who said this orginally.
